Light at end of the tunnel?

Just assuming Dawn Zimmer becomes mayor, and her entire slate is on the city council, could we actually see forward progress on some of the serious issues affecting this city? Does anyone know what Zimmer's plan for property tax relief is? We should run this city as a business, and as a shareholder making a (larger and larger) quarterly investment I for one think it is time we implement some headcount reduction. This is the only way to get back to a reasonable tax level for the services received.
